WHEREAS, on March 15, 2020, Saint Paul Mayor Melvin Carter issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. Under the authority given in Minnesota Statutes 12.29, declares that a local emergency continues to exist within Saint Paul, on November 30, 2020, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13. The school board on Tuesday night voted 6-1 in favor of updating its policy. 12.31, Subd. Businesses Licensed by the City of Saint Paul: Must require all individuals to wear a face covering indoors at all times when social distancing of at least 6 feet is not maintained, except for temporary removal of face covering when eating or drinking. 12.29; which the City Council consented to on March 17, 2020, and which has been extended and remains in effect. Code Chapter 13.06(b) provides that, whenever necessary to meet an emergency the mayor may by executive order promulgate regulations for which adequate regulations have not been adopted respecting the conduct of persons and the use of property during emergencies; the repair, maintenance and safeguarding of essential public services; emergency health, fire and safety regulations; and all other matters which are required to protect public safety, health and welfare in emergencies. During the course of the Declared Emergency, I have issued several Executive Orders. 12.31, Subd. WHEREAS, it remains necessary for the City to provide support to residents and businesses to ensure that Saint Paul recovers from the COVID-19 pandemic disaster; a. There continues to be community acquired COVID-19 cases in Saint Paul. Face coverings are not required to be medical-grade masks. Enforcement. Based on the easing of COVID restrictions statewide, the fact that the spread of COVID-19 has slowed, and the wide availability of vaccines it is now time to consider easing back to regular skyway hours. The majority of jobs lost in the crisis have been in industries that pay low average wages, with the lowest-paying industries accounting for 30 percent of all jobs but 56 percent of the jobs lost from February 2020 to September 2021, according to the latest month of Labor Department employment data. Along University Avenue in Saint Paul between Snelling and Lexington avenues, more than 70 businesses suffered damage, with more than a dozen sustaining serious fire damage. Such books and records must be made available to the Department of Safety and Inspections upon demand. The Mayor requests that all shelters serving unsheltered or homeless individuals or families expand their occupancy to accommodate such above-described extreme weather emergencies. Civil unrest has arisen nation-wide since Mr. Floyds death. The following Executive Orders are extended without amendment: Executive Order 2020-38. (a) For the purposes of this Executive Order, travel includes, without limitation, travel on foot, bicycle, skateboard, scooter, motorcycle, automobile, or public transit, or any other mode of transporting a person from one location to another. Exemptions. The positivity rate in Ramsey County is currently more than 13%. While we have not yet reached the SP-RCPH vaccination goal of 55% of residents ages 16 and older receiving at least one dose of a vaccine in every zip code, vaccination rates continue to increase and local public health officials anticipate that with our ongoing vaccination efforts the one remaining zip code in which we have not yet reached this target (55130 with 52% vaccination rate as of May 28) will meet this goal in the coming week. Approximately 50 individuals were arrested in Minneapolis during the evening of August 26, 2020 including several individuals from Saint Paul. An individual with responsibility for a portion of the skyway system is permitted to close their portion of the skyway for which they are responsible no earlier than 10:00 p.m. provided that notice of the revised skyway hours are posted in conspicuous locations. Face coverings are not required to be medical-grade masks, but medical-grade masks are strongly encouraged. 116.15. i. I, Melvin Carter III, Mayor of the City of Saint Paul, on January 5, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: Executive Orders 2022-1, and 2022-2 related to mask requirements are rescinded and replaced with this Executive Order on the below-listed effective date. The Saint Paul Zoning Code (the code) permits only those uses specified under the code. 2. Studies have indicated and public health experts have concluded that indoor dining is a significant driver of the COVID-19 pandemic, in part because it is not possible to wear a mask while eating or drinking. This does not include the Saint Paul City Council. St. Paul refuses to drop mask mandate for students Since the end of January, there have been one to two reported COVID-19 cases each day across the district. Any individual who subsequently refuses to leave said property upon request will be deemed to be trespassing and may be subject to criminal penalties as provided by law. All City services exempted as Critical Sector work in Executive Order 20-20, or services otherwise required by the State or Federal government to be carried on by the City of Saint Paul that have not been suspended, will continue. Overnight on August 26 into August 27, three St. Paul businesses were broken into and a fourth break-in was attempted and it is unknown whether these crimes were related to the civil unrest in Minneapolis. The Department of Safety and Inspections shall be authorized to enforce the terms of this emergency executive order through the issuance of written notices and warnings and/or any other legal or equitable relief authorized by law. I am directing owners of all buildings connecting to the skyway to secure the entrances to the skyway system and access to the skyway during this time. The facility shall be a minimum distance of 1,320 feet from any other of the following congregate living facilities with more than four (4) adult residents, except in B5-B5 business districts where it shall be at least six hundred (600) feet from any other such facility: supportive housing facility, licensed correctional community residential facility, emergency housing facility, shelter for battered persons, or overnight shelter. St. Paul School Board To Vote Again On Lifting Mask Mandate On March 15, 2020, I issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. Minneapolis and St. Paul issue indoor mask mandates amid COVID - Axios Many have lost their jobs or had their hours reduced, leaving the businesses with less capacity to implement the required changes. NOW, THEREFORE, I, Melvin Carter III, Mayor of the City of Saint Paul, do hereby issue the following Emergency Executive Order: Section 140.10 (a) of the Saint Paul Legislative Code pertaining to the general hours of skyway operation is hereby amended during the current emergency to require the closure of the skyway system beginning on May 29, 2020 through 6 a.m. on June 1, 2020. Executive Order 2020-5 amending skyway hours to allow individuals with responsibility for a portion of the skyway system to close their portion of the skyway for which they are responsible at 7 p.m., provided that notice of the revised hours is posted in conspicuous locations. "Department of Safety and Inspections" means the Department of Safety and Inspections. The City will not be responsible for damaged business furniture or other property that remains in the rightof- way during a Snow Emergency. WHEREAS, the necessary resources to respond to and recover from this pandemic will exceed resources available within the City, and additional resources will be needed from Ramsey County, and state and federal sources; NOW, THEREFORE, MAYOR MELVIN CARTER III, OF THE CITY OF SAINT PAUL DECLARES, REQUESTS, AND DIRECTS AS FOLLOWS: I, Melvin Carter III, Mayor of the City of Saint Paul, on March 14, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-10 Declaring a Peacetime Emergency and Coordinating Minnesotas Strategy to Protect Minnesotans from COVID-19 pursuant to Minn. Executive Order 2020-10 is extended for an additional forty days with the following additional requirement for Temporary C-19 Right of Way Obstruction Permit holders under Executive Order 2020-10: All business furniture or other property that is in the public right of way must be immediately removed if any of the following occur: All Temporary C-19 Obstruction Permits issued to will expire upon the first occurrence of 2(a) or (b), above, unless sooner rescinded by the City. St. Paul Public Schools will be keeping a mask mandate in place for now, even as most other districts in the state have dropped face covering requirements amid a decreasing number of new COVID cases.
